Oxfam has been working in the Chinese Mainland since 1987, focusing on the development needs of rural residents living in difficult circumstances, including smallholder farmers, ethnic minorities, women, children, migrant populations and other vulnerable groups. As of March 2026, Oxfam had implemented more than 4,200 disaster relief, poverty alleviation and development projects across 31 provinces, municipalities and autonomous regions in the Chinese Mainland, investing over HK$1.9 billion and benefiting 15.29 million people cumulatively.

Although the Chinese Government has continued to invest resources in education, healthcare services, rural infrastructure development and elderly care, disparities in development persist among different regions, social groups and between urban and rural areas. According to data from National Bureau of Statistics, the country's Gini coefficient of Per Capita Disposable Income was 0.465 in 2024. Generally speaking, a Gini coefficient between 0.4 and 0.5 indicates a relatively high level of income inequality. Many vulnerable groups living in inland provinces and less-developed areas—including rural households, left-behind elderly people, women and children, as well as large numbers of rural-urban migrants—continue to face various challenges in access to education, employment opportunities, public services and social protection, and therefore require ongoing support.

Oxfam also recognises that development disparities are closely interconnected with issues such as climate change, natural hazards, child protection, gender equality and social inclusion. We therefore believe that continued attention should be given to the issue of uneven and inadequate development in the Chinese Mainland. In particular, there remains significant work to be done in strengthening vulnerable groups' capacity to respond and adapt to climate change, promoting the holistic development of children and young people, and fostering greater social inclusion among different population groups.

Oxfam places great importance on collaboration with a wide range of stakeholders. In recent years, Oxfam's work in the Chinese Mainland has received the Jinju Award (previously known as the 'Kumquat Award') from the China Foundation Evaluation Index on three occasions (2015, 2018 and 2020). The Jinju Award is one of the highest honours conferred by the ranking, reflecting the Chinese philanthropic sector's recognition of Oxfam's longstanding contributions to poverty alleviation, disaster relief and the promotion of equitable development.
