Director of Operations (3-year contract, renewable)
The Director of Operations reports to the Director General and serves on the Senior Management Team, contributing to strategic planning and decision-making. The role oversees finance, HR, administration, and IT functions across Hong Kong and regional offices, ensuring sound fiscal management, financial compliance, and operational excellence. Responsibilities include budget planning, risk oversight, financial reporting, HR development, IT governance, and engagement with international partners to promote best practices.
Key Responsibilities:
- Governance & Compliance: Leads the implementation of governance policies and practices to ensure organizational accountability and compliance. Contributes to organization-wide strategy and participates in Council and Committee meetings. Serves as Chief Representative in Chinese Mainland, duties including legal representation, regulatory compliance, and government liaison.
- Finance & Risk Management:Oversees financial planning, budgeting, and reporting across the Hong Kong headquarters and regional offices. Ensures robust accounting systems, accurate payroll and payment processes, and effective internal audits to uphold transparency and efficiency. Manages fiduciary risks and banking relationships to optimize financial operations and returns. Ensures compliance with financial standards and legal reporting obligations to government bodies, Council, Committees, and Oxfam International. Coordinates with auditors to deliver timely audited accounts and implement recommendations. Maintains the agency-wide Risk Register and manages insurance coverage for property, liability, staff, and events.
- Human Resources & Organisational Development: Shapes HR strategies to support staff wellbeing, performance, and leadership development across Hong Kong, Chinese Mainland, and Macau. Maintains consistent HR standards, enforces safeguarding policies, and collaborates with affiliates on shared frameworks and best practices.
- Technology & Innovation: Leads IT governance, infrastructure, and cybersecurity. Drives digital transformation and cross-unit collaboration, ensures business continuity and disaster recovery readiness, and promotes innovation through effective IT strategies.
- Operations & Administration: Standardizes office systems and resource use across locations. Maintains safe, cost-effective, and environmentally responsible workplaces, oversees procurement and ethical sourcing, and manages partnerships with tenants and external stakeholders.
- People Leadership: Leads and develops multidisciplinary teams across multiple regions, ensuring strategic alignment and effective collaboration. Recommends staffing decisions and coordinates team development to meet organisational growth.
Requirements:
- A qualified accountant with recognized professional accountancy qualifications
- A recognized degree and a minimum of 15 years of working experience in finance and administration of which at least 8 years should have been at a managerial level
- Experience in planning, budgeting and evaluating administration systems/activities
- Experience in managing an office including setting office policies and procedures for better information and work systems flow, cost/benefit analysis, management of supplies, equipment and facilities, insurance claims analysis and records management
- Experience in leading, motivating and supporting a team of line-managers and front-line workers
- Proficiency in computer word processing, spreadsheets and databases
- Excellent command of both English and Chinese (Cantonese and Putonghua)
- Identification with Oxfam’s mission and vision is a must.
